Funding Opportunity Purpose

This Funding Opportunity Announcement (FOA) encourages applications for the Global Infectious Disease (GID) Research Training Program from U.S. and low- and middle-income country (LMIC) institutions. The application should propose a collaborative training program that will strengthen the capacity of an LMIC institution to conduct infectious disease research. FIC will support research-training programs that focus on major endemic or life-threatening emerging infectious diseases, neglected tropical diseases, infections that frequently occur as co-infections in HIV infected individuals or infections associated with non-communicable disease conditions of public health importance in LMICs.

This Funding Opportunity Announcement (FOA) allows support of trainees as the lead investigator of an independent clinical trial; or a separate ancillary study to an existing trial; or to gain research experience in a clinical trial led by another investigator, as part of their research and career development. 

Program Objectives

The objectives of the Global Infectious Disease Research Training program are:

- To develop research training opportunities and career development activities for a cadre of LMIC scientists and health research professionals to strengthen the capacity to conduct independent, sustainable infectious disease research at a LMIC institution.

- To provide mentored training-related infectious disease research experience that is directly relevant to the health priorities of the LMIC.

- To strengthen the capabilities of trainees at LMIC institutions to lead, manage and train others in infectious disease research.

 The training program should provide:

• A strong foundation in research design, methods, and analytic techniques appropriate for the proposed infectious disease research area;
• The enhancement of the LMIC trainees' ability to conceptualize and think through research problems with increasing independence;
• Experience conducting infectious disease research using state-of-the-art methods as well as trainees presenting and publishing their research findings;
• The opportunity to interact with members of the scientific community at appropriate scientific meetings and workshops; and
• The enhancement of the LMIC trainees' understanding of the health-related sciences and the relationship of their research training to health and disease.

The Global Infectious Disease Research Training programs should be designed to move beyond training numbers of people for the next career level to demonstratively increasing sustainable, independently resourced infectious disease research capacity at the proposed LMIC institution.  It is expected that the training strategies employed will contribute to measurable enhancement of defined infectious disease research capacity outcomes.

The proposed institutional infectious disease research training program may complement other ongoing research training and career development programs at the applicant institution, but the proposed program must be clearly distinct from related programs.

Award Budget
Applications budgets are limited to $230,000 per year for new awards and $276,000 per year for renewal awards (total direct costs).

Program Overview

This joint National Institutes of Health (NIH) - National Science Foundation (NSF) initiative supports efforts to understand the underlying ecological and biological mechanisms that govern relationships between human-induced environmental changes and the emergence and transmission of infectious diseases. The highly interdisciplinary research projects funded under this program apply both ecological and biomedical methods, and study how environmental events such as habitat alteration, biological invasion, climate change, and pollution alter the risks of emergence and transmission of viral, parasitic, and bacterial diseases in humans and other animals. Projects are encouraged to consider how integrated environmental and biomedical approaches to infectious diseases may enhance our ability to predict and control them.

Proposals in excess of the limit for any person will be returned without review in the reverse order received. Participating in a proposal as other senior personnel does not count in this limit. Changes in investigator roles post-submission to meet the eligibility limits will not be allowed. It is the responsibility of the submitters to confirm that the entire team is within the eligibility guidelines.

Fogarty Emerging Global Leader Award

Program Overview

The Fogarty Emerging Global Leader Award aims to provide research support and protected time to a research scientist from a LMIC who holds an academic junior faculty position or research scientist appointment at an LMIC academic or research institution. Low-income, lower-middle-income and upper-middle-income countries are included.

Applications are invited from LMIC research scientists from any health-related discipline who propose both critically needed career development activities and a research project that is highly relevant to the health priorities of their country.

Eligibility

• Some current and former NIH PDs/PIs are not eligible, as specified in the May 31, 2017 notice of change in eligibility (NOT-TW-17-004).

• Only low- or middle-income country (LMIC) institutions are eligible.
• Income categories are defined by The World Bank Country and Lending Groups .
• Country eligibility for Fogarty International Training Grants applies.
• Candidates must be LMIC citizens.
• Candidates must hold an academic junior faculty position or research scientist appointment at the LMIC applicant institution and must have been in this position for at least one year at the time the application is submitted.
• Candidates are required to have both U.S. and LMIC primary mentors.

• Applicants should demonstrate that they are committed to an independent research career and justify the need for three to five years of mentored research experience in order to become an independent research scientist.

This  Funding Opportunity Announcement (FOA) for research training program planning invites submissions from low- and middle-income country (LMIC) institution(s) with existing research and research training capacity in chronic, non-communicable diseases and disorders (NCDs). These institutions must propose to assess needs and develop a plan for a research training program within the LMIC(s) that will further strengthen the capacity of LMIC individuals, institution(s) and country(ies) to identify NCD priorities and conduct NCD research across the lifespan. The application from the LMIC institution(s) may include collaboration with United States (U.S) institutions and other LMIC institutions as justified and appropriate.    

Research Objectives

• To assess the existing research and research training capacity at the applicant LMIC institution in the proposed scientific area(s) that are directly relevant to the LMIC health priorities in order to show feasibility to develop a new or continued research training program directed from and at the LMIC institution;
• To develop a detailed vision and strategies for implementing an innovative research training program at and led by the LMIC institution for multiple scientists and health research professionals;
• To plan to strengthen both the trainees' capacity to conduct, and the applicant LMIC institution's capacity to support and promote, independent, sustainable research;
• To identify the research training, faculty development, scientific environment and administrative resources still needed to undertake such a research training program by the LMIC institution after building on prior initiatives such as collaborations under an FIC D43.
• To define a pool of the best-qualified potential LMIC trainees that could be recruited and the selection process for future research training;
• To develop defined collaborations and roles of all individual and institutional partners for an effective organizational structure that will support the envisioned D43 research training program; and
• To lay the foundation for sustainable, competitive NCD D43 research training program in and led by the LMIC(s).

The purpose of this Funding Opportunity Announcement (FOA) is to support Exploratory/Developmental Grant (R21) applications to uncover functional roles of non-coding RNAs (ncRNAs) in viral infectious diseases. Importantly, studies should focus on functional characterization and mechanistic studies of previously identified ncRNAs.

Funding Opportunity Purpose

The purpose of this Funding Opportunity Announcement (FOA) is to encourage exploratory/developmental research applications that propose to conduct research to develop or adapt innovative mobile health (mHealth) technology specifically suited for low and middle income countries (LMICs) and determine the health-related outcomes associated with implementation of the technology. Of highest interest are innovative, well-designed multidisciplinary projects that aim to generate generalizable knowledge for the field.

The overall goal of the FOA is to contribute to the evidence base for the use of mobile technology to improve clinical outcomes and public health while building research capacity in LMICs and establishing research networks in this area. Applicants are required to propose partnerships between at least one U.S. institution and one LMIC institution and the proposed research plan should strengthen the mHealth research capabilities at the LMIC institution.  

Research Objectives and Scope

This FOA encourages research projects that study the development/adaptation and effectiveness of mHealth tools and/or interventions for the prevention, diagnosis, management, and treatment of specific health conditions or for disease agnostic/cross-cutting applications. Applicants are encouraged to propose research projects that have the potential to provide an understanding of principles underlying effective mHealth interventions or tools that are generalizable to the field.

Applications should have a strong emphasis on health-related outcomes upon application of the tool or intervention and should include rigorous study designs. Pilot studies that are necessary for more comprehensive future research projects may be proposed. Formative research that is necessary for technology development or project implementation (e.g. research on cultural acceptability) may be one aspect of the proposed research.

This initiative aims to support projects that adapt or develop technologies that are appropriate for LMIC settings. A plethora of mHealth applications and devices have been developed in high-income countries, however, these technologies are not necessarily suitable for the needs of individuals in LMICs. Research that focuses on the problems and constraints in LMIC environments should produce more effective interventions and tools and may result in more sustainable mHealth use, especially if there is involvement from LMIC stakeholders, such as businesses, hospitals, or governments.

Funding Opportunity Purpose

Genome-wide association studies and other disease studies have identified many variants that are statistically associated with disease risk, disease protection, or other traits.  However, such studies do not generally show which specific variants in genomic elements cause these effects, or how they result in differences in function.  Similarly, genomic sequencing studies in clinical settings have identified many variants in healthy and diseased individuals.  However, the pathogenicity of such variants is often unknown, leading to their classification as variants of uncertain significance (VUS), which makes clinical implementation difficult.  This Program Announcement and the companion R21 Program Announcement aim to support the development of novel and generalizable approaches to study how genetic variants lead to differences in function and to study how such functional differences affect human health and disease processes or how this knowledge can be used clinically.

Research Objectives and Scope

This FOA aims to support research that develops novel, transformative, and generalizable genomic approaches to study the functional and disease effects of genomic variation, specifically how differences in sequence lead to differences in genome function, and to better understand how functional differences lead to disease risk or traits, or how to this knowledge can be used clinically.  These new approaches could fall into a range of activities, from exploring novel concepts, developing new methods, or developing new ways to analyze data that will substantially advance the ability to understand the functional consequences of sequence variation and provide fundamental knowledge to directly or indirectly accelerate scientific and medical breakthroughs that improve human health.   

This FOA aims to develop approaches that can be used broadly to study the relationships among genetic variation, function, traits, and disease.  The focus should be on developing approaches that can be applied generally across multiple disease or trait outcomes.  Approaches may be tested using specific genomic elements, variants, cell types, diseases, traits, or model organisms; however, the generalizability of the approach must be explained well.  Approaches that are comprehensive across the genome and assay many or all variants at once are encouraged.  This PA is not intended for approaches that are only applicable to, or tailored towards, study of an individual disease, gene, or variant.
