Program Overview
The purpose of the International Research Ethics Education and Curriculum Development Award is to develop master's level curricula and provide educational opportunities for developing country academics, researchers and health professionals in ethics related to performing research involving human subjects in international resource poor settings. The goal of this initiative is to increase the number of developing country scientists, health professionals and relevant academics with in-depth knowledge of the ethical considerations, concepts and applications in clinical and public health research. It is expected that such master's level training will enhance the career development of individuals from developing countries, as well as strengthen and sustain the capacity to support ethical clinical and public health research at their home institutions and countries.

Grand Challenges Canada, which is funded by the Government of Canada, announces the Round 7 Stars in Global Health – Request for Proposals. This unique program enables innovators in developing countries, as well as in Canada, to develop their bold idea with big impact to improve global health conditions.
In the Round 7 Request for Proposals, Grand Challenges Canada seeks bold ideas aligned with innovative social entrepreneurial approaches that could be easily implemented in developing countries to save and improve lives. These bold ideas could come from non-profit or for-profit organizations, as well as other recognized institutions. The ideas may encompass development/deployment of products and/or services in any spectrum of global health, including drug discovery, vaccine development, diagnostics, health and medical education, maternal and child health, non-communicable diseases (including cancer and mental health), health-related water and sanitation, and health-related agriculture and nutrition.
Deadline: Monday, March 10, 2014, at 3:00 p.m. ET.

Funding Opportunity Description
Background
The National Institute of Allergy and Infectious Diseases (NIAID), National Institutes of Health (NIH), supports extramural research focused on understanding, controlling and preventing diseases caused by virtually all infectious agents. The NIAID has a long-standing interest in and commitment to global health and international research on infectious diseases. A solid foundation of international research and collaborations enhances the U.S. capacity for infectious disease research and the ability to respond to newly emergent disease threats. Moreover, the availability of NIAID-sponsored overseas study sites for field research advances our global public health agenda and allows for research that might not be possible in the U.S.
The International Collaborations in Infectious Disease Research (ICIDR) Program, initiated in 1980, makes awards to institutions in the US and foreign countries to engage in substantial international collaborations in infectious disease research (excluding HIV/AIDS). The goals of the ICIDR program are to: support high-quality, collaborative research that will lead to or result in detection, prevention, amelioration, and/or improved treatment of infectious diseases; increase relevant and collaborative research experience for both U.S. and foreign investigators; and facilitate and enhance scientific linkages between U.S. and foreign investigators to enhance the independent research capacity of the collaborating foreign institutions and foster further international collaborative research projects.
Research Objectives
This FOA invites applications from U.S. institutions or institutions in eligible, resource-limited foreign countries proposing collaborative research focused on infectious diseases that disproportionately affect the health of people living in resource-limited countries. The collaboration must include, at a minimum, one US institution and one eligible foreign institution. However, additional collaborations may be included with other developed countries, and/or with more than one eligible foreign country. Both the U.S. and eligible foreign institutions must have a lead investigator identified as key personnel; each lead investigator (U.S. and foreign) must have a primary appointment at the collaborating institution. Both the U.S. and foreign lead investigators must have a significant role in the design, implementation, monitoring, and administrative management of the research projects. Eligible foreign countries are defined as low-income economies, lower-middle-income economies, and upper-middle-income economies, as defined by the World Bank. (See Section III.1 Eligible applicants). Applicants may choose to submit single project applications (U01) or multiple project applications (U19 - see companion RFA-AI-14-002).
Specific Areas of Research Interest
The ICIDR program supports research requiring access to populations of infected human and/or other mammalian hosts, parasites, and/or vectors limited or unavailable in the U.S. and other developed countries.
Therefore, the majority of research supported under the ICIDR program must be conducted at one or more foreign sites with an emphasis on field and clinical studies of endemic diseases.
Characteristics of the proposed research should include the following:
Research on infectious diseases (except HIV/AIDS), including emerging infections, that are of importance and/or interest to the foreign collaborating country, including one or more of the following:
Research addressing infectious diseases of significant public health importance within the collaborating foreign country that cannot be addressed in the U.S. or other developed countries, such as (but not limited to): dengue, tuberculosis, trachoma, Nipah, and malaria. Research may also include studies of vector-borne pathogens for which the vector is not endemic to the U.S. and colonies are not available in U.S. labs.
Research addressing neglected or understudied infectious diseases where little may be known about the impact on public health in areas outside developed countries, and where there is reason to believe that these infections contribute to the disease burden in the foreign country, including recently emerging diseases, such as MERS-CoV.
Research on infectious diseases in special populations or in the setting of co-infections that are particular to the eligible country/countries. Examples include but are not limited to: pertussis, pneumonia, and diarrhea in infants.
Research may focus on more than one organism/infectious disease (e.g. diarrheal or respiratory diseases), including co-infections and microbiome studies, provided a strong rationale is given.
Within the guidelines above, studies may be proposed on any aspect of infectious diseases, including, but not limited to: the epidemiology, natural history of disease, pathogenesis, and immunopathogenesis; epidemiologic or natural history studies to define the incidence, clinical presentations, time course, and outcomes of diseases; studies of correlates of immunity to infectious diseases in patients with little or no disease; identification of resistance patterns; identification of biomarkers that can be used to develop diagnostics, targets for therapy or vaccines; characterization of susceptible cohorts for a particular pathogen; and pilot or feasibility studies in preparation for larger studies.
Development and/or evaluation of point-of-care or improved diagnostics is encouraged. Evaluation of new diagnostics is allowed as long treatment/care is determined by standard, accepted procedures and results of the evaluated diagnostic for an individual are not reported back to the treating physician and do not impact care. Routine diagnosis, treatment, and care must be provided outside of the proposed research project.
Development of immunological, microbiological, biostatistical, epidemiological, data management and clinical research capacity at the endemic sites is strongly encouraged. Multidisciplinary collaborations are encouraged to ensure the appropriate breadth of scientific expertise in contributing fields, including but not limited to: infectious diseases, biochemistry, immunology, genetics, pharmacology, molecular biology, microbiology, zoology, and medical entomology.
Annual Programmatic Meetings will be held to facilitate communication and collaboration among funded ICIDRs. Responsibilities associated with organizing and attending these meetings are detailed in the cooperative agreement terms and conditions of award below.
NOTE: The following areas of research are not responsive to this FOA and will NOT be reviewed:
- Research focused on HIV/AIDS, the interaction of HIV/AIDS and an infectious organism/disease or other disease/condition, or the study of interventions intended to treat or prevent HIV/AIDS.
- Research limited to sample collection at a foreign site for detailed sample evaluation in developed/high economy [U.S. and non-U.S.] countries.
- Research proposing clinical trials of interventions in humans.
Funding Instrument
Cooperative Agreement: A support mechanism used when there will be substantial Federal scientific or programmatic involvement. Substantial involvement means that, after award, NIH scientific or program staff will assist, guide, coordinate, or participate in project activities.

NIAID intends to commit $5 million in FY 2015 to fund 5-8 cooperative agreements.

Purpose
The Fogarty International Center intends to publish a Funding Opportunity Announcement (FOA) to solicit applications for research on the development or adaptation of mobile health (mHealth) technology for low and middle income countries (LMICs) and the health-related outcomes associated with implementation of the technology. Of highest interest are well-designed multidisciplinary projects that focus on tools or interventions for chronic diseases or technology for disease agnostic applications.
The overall goal of this new initiative is to contribute to the evidence base for the use of mobile technology to improve clinical outcomes and public health while building research capacity and expertise in LMICs in this area.
This Notice is being provided to allow potential applicants sufficient time to develop meaningful collaborations and responsive projects.
The FOA is expected to be published in Fall 2013 with an application due date in Winter 2014.
This FOA will utilize the R21 activity code. Details of the planned FOA are provided below.
Eligibility
Applicants will be required to propose partnerships between at least one U.S. institution and one LMIC institution (with LMIC defined by The World Bank as low-, lower-middle-, or upper-middle-income economies - http://data.worldbank.org/about/country-classifications/country-and-lending-groups).
Program Directors/Principal Investigators may be employed in either a U.S. or an LMIC institution, but should plan to build capacity in mHealth research in the LMIC institution(s). In addition, collaborative investigations combining expertise in behavioral science, engineering, computer science, health systems, business, medicine, public health, and/or other relevant disciplines are encouraged.
Research Initiative Details
Among the areas of research encouraged in this initiative are the adaptation, optimization, and evaluation of mHealth tools and/or interventions for the prevention, diagnosis, management, and treatment of chronic diseases or the adaptation and evaluation of disease agnostic applications of mHealth technology. Formative research that is necessary for technology development or implementation of mHealth projects (e.g. research on cultural acceptability) will also be responsive if it is followed by outcomes-based research.
Applicants will be asked to outline a research and development pathway that considers the sustainability of the mHealth research project, interventions and/or tools and, if applicable, the potential for scale-up. Consequently, applicants should consider partnering with individuals in public or private organizations, including health system entities, which could enable future research or implementation efforts within the relevant LMIC.

first program launched through the Grand Challenges India partnership, is now

NIH requires eRA Commons IDs for Graduate and Undergraduate Student Project Roles

Purpose
Over the next year the NIH will start requiring an eRA Commons ID for all individuals in graduate and undergraduate student roles who participate in NIH-funded projects for at least one person month or more. That information will appear on NIH progress reports, including those submitted on paper using the DHHS Public Health Service Grant Continuation Progress Report (PHS2590, rev. 8/2012), and electronically using the Research Performance Progress Report RPPR, rev. 08/2012). Beginning on October 18, 2013 a warning will be generated when an RPPR is submitted that lists individuals in a graduate or undergraduate student role who have not established an eRA Commons ID. Then beginning in October 2014, RPPRs lacking the eRA Commons ID for Graduate and Undergraduate Students will receive an error and the RPPR will not be accepted by the NIH without this information.
The NIH PHS 2590 and RPPR forms will be modified to prompt for this information beginning on October 18, 2013. Also beginning on that date, graduate students and postdocs who complete their eRA Commons Profile will be required to answer certain demographic questions related to their date of birth, gender, race, ethnicity, disabilities, US citizenship status and country of citizenship; and where applicable, they will need to indicate their highest educational degree and the institution where it was earned, in order to complete the data collection. For items that request information on gender, race and ethnicity, and disability one of the acceptable responses will be ”I Do Not Wish to Provide”.
Once phased in, this new policy will extend the existing eRA Commons ID requirement for Program Directors/Principal Investigators (PDs/PIs) and postdoctoral researchers. In addition to providing information on PD/PIs and those in the training phases of their careers, grantee institutions will be encouraged to create an eRA Commons Account for all other personnel listed on the All Personnel List of the PHS 2590 or in the Participant Section (D.1) of the RPPR. This new collection will provide more comprehensive information about the size and nature of the biomedical research workforce. Entering an eRA Commons ID in the Participant Section of the RPPR will pre-populate other components of this form reducing some of the burden associated with annual progress reporting.
The newly revised instructions and forms will be available on October 18, 2013 at http://grants.nih.gov/grants/forms.htm. And, the following tools for creating eRA Commons Accounts are now available:

Background
Consistent with reporting requirements from the NIH Reform Act of 2006 (P.L. 109-482, “NIH Reform Act”), NIH has collected identifying and demographic information, facilitated by eRA Commons Registration, for individuals designated in applications as the PD/PI(s) and any individual with a postdoctoral role who participates in a NIH-funded project for at least one person month. In addition, NIH maintains a comprehensive data collection on students and postdoctoral researchers supported by the Ruth L. Kirschstein National Research Service Award (NRSA) programs. The inclusion of all individuals in a graduate or undergraduate student role who participated in a project for at least one person month or more will enhance the NIH’s ability to describe these populations in detail and to conduct comprehensive workforce and career outcome studies and analyses, consistent with the NIH Reform Act requirements.
In addition to this statutory directive, the requirement for eRA Commons IDs for students responds to recommendations on the Biomedical Research Workforce from the NIH Advisory Committee to the Director:
The NIH should ensure that all students and postdoctoral researchers supported by the NIH on both research grants and research training grants are identified and the necessary variables are collected to assess the impact of NIH funded experiences on their subsequent careers.
Further, the NIH solicited input from the community in a Request for Information (RFI) that was issued in the NIH Guide for Grants and Contracts on February 21, 2013. The RFI included questions specifically about the plan to gather information about students on research grants by requiring eRA Commons accounts. In general, individuals who responded to the RFI supported the concept that the NIH should identify and track those who receive NIH support from any source during the training phases of their careers. Some of the respondents expressed concern about burden, duplication of current data, privacy, confidentiality and security. Some suggested close coordination with the federal scientific profile system, Science Experts Network curriculum vitae (SciENcv) that will be launched as a public beta version later this summer. In response to the concerns raised in the RFI, all eRA Commons information will continue to be stored in a database protected by the Privacy Act. To reduce respondent burden, information collected in the eRA Commons will be available to pre-populate the on-line SciENcv to permit users to easily generate biosketches associated with federal grant applications and progress reports.
Implementation
Beginning this summer, on August 15, the NIH will make undergraduate, graduate student, and other project personnel roles available in the eRA Commons. At that time, grantee Commons Account Administrators should begin working with individuals in those and other roles at their institution to establish eRA Commons accounts and to populate their profiles. Various components of these requirements will become available at different times, as shown below:
eRA Commons Accounts: Beginning on August 15, Grantee Commons Account Administrators should start encouraging graduate and undergraduate students and others to establish eRA Commons Accounts. All individuals establishing Commons Accounts should be encouraged to complete all requested fields. Beginning on October 18, 2013, warnings will appear in the eRA Commons screens to alert individuals identified as undergraduate students, graduate students, and postdoctoral researchers that the following fields should be completed: date of birth, gender, race, ethnicity, disabilities, US citizenship status and country of citizenship. For those who have completed undergraduate or graduate degrees (graduate students and postdoctoral researchers), the highest educational degree, the degree date, and the institution where it was earned also should be completed. Beginning on October 1, 2014, those fields in the eRA Commons screens will be required for individuals identified in any of those three roles.
Progress Reports: On/after October 18, 2013, all graduate and undergraduate students reported on the All Personnel Form in the PHS2590 or the Participants Section (D.1) in the RPPR should have eRA Commons IDs in addition to the current requirement for postdoctoral researchers. A warning will be issued for all graduate and undergraduate students listed on the Participant List of the RPPR who do not have an eRA Commons ID. Beginning October 2014, RPPRs lacking an eRA Commons ID for graduate and undergraduate students will receive an error and the RPPR will not be accepted by the NIH without this information. eRA Commons IDs will be encouraged for all other individuals listed on the All Personnel Form or the Participants sections of those reports.
NRSA Fellows and Trainees: Please note that these new eRA Commons roles should NOT be used for individuals submitting Individual NRSA Fellowship applications. The PD/PI role will continue to be used for those submissions. These roles also should not be used for individuals being reported in xTrain or on a Statement of Appointment Form (PHS2271); the Trainee Role must be used for that reporting requirement.

on “The Science of Malaria Eradication”

conference on
“The Science of Malaria Eradication,” taking place February 2–7, 2014 at Fiesta Americana
in Mérida, Yucatán, Mexico.

Alonso of Centre de Recerca en Salut Internacional de Barcelona (CRESIB), Chetan E. Chitnis of International
Centre for Genetic Engineering and Biotechnology and Lee Hall of NIAID, National Institutes of Health, this will:
- Examine hypotheses critical to advancing the science
of malaria eradication through interruption of transmission;
- Bring together an interdisciplinary group of entomologists, pharmacologists, epidemiologists, biologists and parasitologists to monitor progress and new knowledge since the publication of the Malaria Eradication Research Agenda (malERA) twoyears ago;
- Foster the generation of new research networks, collaborations, ideas and priorities for the scientific community to tackle in order to make malaria eradication a reality.
Scholarships
are available to students and postdoctoral fellows. Short talks will be
selected from submitted abstracts. Along with poster presentations, these
represent a great opportunity to gain exposure for one’s work.
